Huntsville police arrested a man Friday accused of picking up a 7-year-old boy by the ankles and dunking him, upside down, in a sink full of water.
Joseph A. Lee, a 61-year-old professor at Alabama A&M University, was arrested and charged with one count of torture and willful abuse of a child under the age of 18, said police spokesman Sgt. Mark Roberts.
Roberts said officers were called to 223 Salem Drive in Huntsville at 1:40 p.m. Friday. A 14-year-old witness told officers that Lee picked the boy up by the ankles, dunked his head in the sink and dropped him on the ground, Roberts said.
The police incident report did not detail the events leading to the alleged abuse.
Lee, a graduate of Tuskegee University, teaches community planning and urban studies at Alabama A&M, according to university spokesman Jerome Saintjones. Lee also is president of A&M's Community Development Corp., an agency that works to revitalize neighborhoods near the campus. The address listed on the police report - Salem Drive - is in the Edmonton Heights neighborhood and a block away from the southern edge of the campus.
Saintjones and President Andrew Hugine declined to comment on Lee's arrest. It's unclear if the university has taken any administrative action against Lee.
Torture and willful abuse of a child is a felony that carries a maximum sentence of 10 years in prison and a $5,000 fine.

Patrick Oneal Colwell Arrested for Child Abuse

Captain Marty Bruce with the Athens Police Department says 21-year-old Patrick Oneal Colwell of Athens was arrested Sunday and charged with aggravated child abuse.
Colwell is charged with abusing his 4 month old son.
Officer Daniel McNatt responded to a call at the baby's neighbor's house. The child's mother reported Colwell shook the baby and he was unresponsive at the time of Officer McNatt's arrival.
The mother asked Colwell to give the baby a bath so she could get some things done. She heard the baby screaming and went to check on the baby. She saw Colwell shaking the baby. The mother took the baby and went to a neighbor's house to call an ambulance.
The baby was transferred to Athens Limestone Hospital by Athens Limestone EMS. The baby had bruises on his nose, shoulder and a red mark on his neck.
Detective Sergeant Dustin Lansford investigated the case. Colwell was transferred to the Limestone County Jail.

Charles William Schaaf Charged with Sexual Exploitation of Child

PRESCOTT, AZ
Authorities say a man from Prescott wanted on a number of sex crimes violations has been arrested in Alabama.
Officials say 57-year-old Charles William Schaaf was picked up in Shelby County last week.
According to Yavapai County Sheriff's spokesman Dwight D'Evelyn, a search warrant had been issued for Schaaf's arrest as a result of allegations from 2007-2008.
Child Protective Services reported to officials that a female minor had been involved in sexual activity with an adult male, D'Evelyn said.
He said her guardian, Schaaf, was aware of the relationship but failed to report the activity.
Detectives learned that Schaaf allowed the minor and other teenagers to "party" at a home on Prescott East Highway, officials said.
Schaaf was alleged to have provided alcohol and drugs to the minors during the parties while videotaping their activity.
After several interviews, detectives reportedly learned that Schaaf kept child pornography images on his computer. They also investigated claims that certain adult males, some living at the home, were having sex with minor females.
In the meantime, Schaaf had apparently moved to Casa Grande where a search warrant was served on his home in 2008. Detectives reportedly confiscated Schaaf's computer where forensic experts found child pornography, according to D'Evelyn.
He said detectives found several thousand videos and images involving children as young as 9- or 10-years-old.
D'Evelyn said detectives recently discovered that Schaaf was no longer at the Casa Grande residence and could not be found.
They had information that Schaaf could be in Alabama, where he was arrested on July 17.
Schaaf faces extradition and charges of child abuse, contributing to the delinquency of a minor, sexual exploitation of a child, among other charges.

Melvin Dean Blanchard Arrested for Sexual Abuse
A Dothan man is arrested for a crime, investigators say, he committed 15 years ago.
Investigators with the Henry County - Abbeville Police Task Force say Melvin Dean Blanchard, 47, sodomized and sexually abused a child under the age of 12.
Detectives say Blanchard had the contact with the child in Headland during October 1994 and May 1998.
Investigators say the victim was eleven when the assaults began.
Blanchard is charged with felony first-degree sodomy and felony sex abuse of a child less than the age of 12.
Blanchard is currently being held in the Henry County Jail under a $40,000 bond.

New Law Sends Jerry Penton to Prison for 40 Years
In a first-of-its-kind case, a Chilton County man has been sentenced to prison under a new federal law that targets the use of child pornography to break down a child's defenses to illegal sexual contact. The practice is offender referred to as "grooming".
District Attorney Leura Canary's office made the announcement regarding the case against 37-year-old Jerry Alan Penton. Penton was found guilty by a jury on all counts in December, 2008 under the anti-grooming provision of the Adam Walsh Child Protection and Safety Act of 2006.
The sentence, handed down Friday, came after years of investigation by the FBI into allegations that Penton sexually abused two children, ages 6 and 8.
Nine computers, CDs and other pieces of equipment were seized from the man's home and examined for evidence. Thousands of images and movies containing child pornography were uncovered in the examination.
The National Center for Missing and Exploited Children says many of the victims have been identified as child victims from other states and countries.
Several of the victims gave accounts in Penton's case including one who is now 19-years-old. "When I was told how many people have viewed these images and videos I though my pulse would stop," said the unidentified victim recalled. "Thinking about all those sick perverts viewing my body being ravished and hurt like that makes me feel like I was raped by each and every one of them."
Penton will spend the next 40 years in a federal prison.

Ashley Paul Norris Arrested for Rape & Sodomy of 3-year-old
A Daleville man who was out of jail on bond for first-degree rape and sodomy was charged Thursday with the sodomy and sexual abuse of a three-year-old girl, according to authorities.
A press release from the Dale County Sheriff’s Office said Ashley Paul Norris, 30, of Daleville, was re-arrested Thursday and placed in the Dale County Jail under no bond.
Dale County Chief Sheriff’s Investigator Harvey Mathis said Norris was arrested by the Daleville Police Department on April 23 for rape and sodomy.
An investigation that surfaced after the girl reported abuse to another adult led to Norris’ second arrest, Mathis said.
“Once the new allegations surfaced, the Dale County Sheriff’s Office made this case a priority,” Mathis said. “Any case involving a child is a priority.“
Norris is expected to appear before a judge soon.

Billy Wayne Welch Sentenced to 5 Years for Possession of Child Porn
A 44-year-old senior chief from the carrier Abraham Lincoln was sentenced to five years in federal prison Monday after pleading guilty to possession of child pornography, court records show.
Senior Chief Aviation Ordnanceman Billy Wayne Welch had served 25 years in the Navy when authorities in December searched his home and ship work space and discovered 16,000 images and 600 videos of child pornography on his computer equipment, court records show.
He pleaded guilty in March to a count of distributing child porn online. Authorities busted Welch after learning that he was swapping child porn online with someone in Florida, according to court records.
Welch initially denied having any child pornography, but later admitted that he had been collecting illegal images for several years, court records show.
The federal judge in Seattle ordered Welch to enter a sexual deviancy treatment program, court records show.
Welch, originally from Ozark, Ala., enlisted in September 1983, Navy records show.

Robert Allen Hooper Arrested for Sexually Abusing 2 Children
Cullman County Sheriff’s investigators arrested a Holly Pond man Wednesday for allegedly sexually abusing two children earlier this year.
Robert Allen Hooper, 68, was arrested on a June Cullman County grand jury indictment for two counts of sexual abuse of a child less than 12 years old. Quick could not release any details about the two victims other than that Hooper was acquainted with them prior to the alleged incidents.
Chief Deputy Tony Quick said the indictment developed from an April incident report of the alleged abuse. After conducting an investigation and having the victims interviewed at the Children’s Advocacy Center, investigators decided to wait until the grand jury before they made an arrest, Quick said.
“The victims were not in the home or in the immediate area, so that’s why we waited to present it (case) to the grand jury,” Quick said.
Hooper was incarcerated at the Cullman County Detention Center, but has since been released on a $20,000 bond.
Sexual abuse of a child less than 12-years-old is a Class B felony, punishable by up to 20 years in prison.
