A 60-year-old Allouez piano teacher was convicted Friday of molesting a student during a piano lesson in May.
Donald Palmer offered a special plea to second-degree sexual assault of a child that allows him to maintain his innocence, but concede there in enough evidence for a judge or a jury to find guilt.
Palmer was arrested May 2 after a 14-year-old boy told authorities that Palmer had sexual contact with him during a lesson at Palmer’s Allouez home. Palmer posted bail but was arrested two days later and charged with bail jumping for calling the boy’s mother to apologize despite a condition of bail that forbid him from having contact with the boy or his family.
Palmer posted bail again and was arrested May 19 for allegedly pushing his 84-year-old mother down during an argument. He was charged with bail jumping and disorderly conduct for that incident.
Palmer posted bail but was arrested a fourth time on Aug. 27 after he was involved in a car accident and allegedly drank a large amount of vodka. His bail included a condition of absolute sobriety.
Palmer, on Friday, pleaded no contest to the felony bail jumping charge stemming from his call to the victim’s mother. The two other bail jumping charges and the misdemeanor disorderly conduct charge were dismissed as part of Palmer’s plea deal.
All three dismissed charges can be considered at his Dec. 18 sentencing hearing.
Palmer faces up to 46 years in prison.
After entering his pleas, Palmer asked to have his bail reduced citing a need to “re-establish his credibility” and deal with some health issues. Brown County Circuit Court Judge William Atkinson denied the request.

Charlene Stites Pleads No Contest to Sexual Assault of Child
Charlene Stites likely will be heading to jail when she is sentenced in December after pleading "no contest" Thursday to repeated sexual assault of a child.
Stites, 43, of Manitowoc, also pleaded no contest to two of the three counts of felony bail jumping with which she was charged. The third count was dismissed, though she acknowledged responsibility for that count and it may be considered during sentencing.
The county will complete a pre-sentence investigation and a psychological evaluation of Stites in preparation for the Dec. 22 sentencing hearing.
As part of Stites' plea agreement, Assistant District Attorney Jerilyn Dietz said she will recommend no more than five years' imprisonment for the repeated sexual assault of a child charge, followed by six to seven years' probation for the bail jumping felonies.
Stites is one of six in her family to be charged with a sex-related felony stemming from a police investigation earlier this year.
Her husband, Michael Stites, was sentenced earlier this month to 45 years in prison, which includes 20 years in Brown County after revocation of the probation he was on following a 1999 sexual assault of the then-14-year-old babysitter of his children, and 25 years in Manitowoc County after being convicted of sexually assaulting two more young female victims.
Judge Darryl Deets, reading the criminal complaint, indicated on Thursday that Charlene Stites took part in some of the sexual assaults committed by her husband, Michael Stites. The no-contest plea means she admits to having engaged in sexual contact with a now-17-year-old girl at least three times in 2008.
She also is convicted of writing letters to Michael Stites while he was in jail. Part of her bail agreement was that she not contact any known sex offender, which included Michael Stites.
Her attorney, Charles Wingrove, indicated during the hearing that Charlene Stites agreed to the maximum probation sentence for the felony bail jumping convictions because of the nature of the sexual assault charge.
"These are very serious charges, deeply disturbing," Wingrove said.
The sexual assault charge carries a maximum 25 years' initial imprisonment and 15 years' extended supervision, but Dietz said she will recommend no more than five years in jail.

FBI Arrest Several Men for Distributing Child Porn
The FBI today announced child-pornography charges against four men from Illinois, Wisconsin and Indiana, accusing them of operating a ring that distributed pornographic images and videos and referred to themselves by the name "Boy Lovers."
Charged are Jose Carlos Garcia, 22, of Schererville, Ind.; Neal Maschke, 40, of West Chicago; Corey Stinefast, 27, of Kenosha, Wis.; and Mark McGill, 24, of Crest Hill.
According to the complaints, the FBI began investigating the men in June after arresting one in their group. That man admitted to "possession, receipt, distribution and manufacture of child pornography," the complaint said. The man "also stated he had contacts with many other child pornography enthusiasts, some of whom were molesting children."
The man became a cooperating witness and may still face federal child-exploitation charges himself, according to the complaints.
In several recorded conversations -- in person, via phone and Internet chat -- the witness and Garcia allegedly discussed child pornography, and he and Garcia arranged to meet to exchange and view images and videos together.
In one phone exchange on July 11, Garcia allegedly told the cooperating witness that he had traveled to St. Louis and met with a man whom he filmed engaging in sexual activity with a young boy, the complaint against Garcia states.
On Aug. 25, the witness, Garcia and Stinefast allegedly went to a local amusement park, the complaint states. During the trip, Stinefast allegedly gave Garcia a computer disk containing child pornography that the witness later turned over to federal investigators.
The witness and undercover FBI investigators met with Garcia and Maschke in a hotel room in Skokie on Saturday night to exchange pornographic computer images and videos. Those two defendants were arrested at that time and were found to have child pornography with them, according to the FBI. Stinefast was arrested in Kenosha the same night.
McGill was taken into custody this morning. Officials say he gave a USB drive to the witness on Aug. 29 that contained over 3,500 images and 60 videos of child pornography.
If convicted of the charges against them, Garcia, Stinefast and McGill face between five and 20 years in federal prison, while Maschke faces up to 10 years in prison.

Officer Anthony Miller Sentecned 5 Years for Child Porn
A police officer, who lives in western Wisconsin, is sentenced to serve time in prison for possessing child pornography.
Monday, Anthony T. Miller was sentenced to five years in prison. He lives in New Richmond, but works in Minnesota. He has been a police officer with the city of Hastings for 11 years.
The Wisconsin Department of Justice says Miller admitted downloading and trading child pornography for the past two years.

He received 14 years on the first count with 4 years of initial confinement and 10 years of extended supervision. On count two Miller received 15 years with 5 years of initial confinement and 10 years extended supervision to be served concurrently.
In addition, Miller must provide a DNA sample, register as a Sex Offender, not use a computer or access the Internet without prior written approval, not possess pornography and may not have contact with any child under 18 without prior written approval.
Miller was originally charged on December 18, 2008 with Possession of Child Pornography and Sexual Exploitation of a Child.
"Sadly, a man sworn to protect society has committed a crime victimizing our most vulnerable," said Wisconsin Attorney General J.B. Van Hollen, whose office investigated the crime with the U.S. Immigrations and Customs Enforcement and the New Richmond Police Department. "Today's sentence sends a strong message: download and distribute child pornography and you will go to prison for a long time."

Gabriel Gullickson Arrested for Child Porn
What one person says she found after receiving a laptop leads to charges against a young man from Chippewa Falls.
Gabriel Gullickson has been charged with possession of child pornography. The criminal complaint says Gullickson was looking after a woman's snakes when one of the reptiles died.
To compensate her, investigators say he gave her his laptop. She told police she found pornographic pictures of young girls on it. Police say they looked at the computer and found several pictures. He'll be in court next week.
Allegation Against Rev Joseph Gibbs Clauder "Credible"
The Madison Catholic Diocese said Wednesday its sexual abuse review board has found an allegation of child sexual abuse against the Rev. Joseph Gibbs Clauder "credible."
The diocese said Madison Bishop Robert Morlino agrees with the board’s finding and has referred the case to the Vatican for judgment.
The allegation against Clauder was brought forth earlier this year but not made public at the request of the accuser, said diocesan spokesman Brent King. No other information will be released, including the gender of the accuser or the nature of the allegation, he said.
Clauder was placed on administrative leave in 1999 after the diocese received credible allegations against him involving sexual misconduct with an adult, the diocese said.
Clauder was involved in a legal dispute throughout the 1990s in which a woman said she had a sexual relationship with him. The woman sued the diocese accusing it of negligence for not investigating the priest after his suspicious conduct with another woman.
In its 1997 decision, the Wisconsin Supreme Court said the sexual relationship between Clauder and the woman who filed the civil claim lasted about a year. But it rejected the woman’s claim of negligent supervision of Clauder by the diocese.
Prior to being placed on leave, Clauder served in and around Madison. He was an associate priest at Immaculate Heart of Mary Parish in Monona, an associate priest at St. Dennis Parish in Madison and a chaplain at the now-closed Madison General Hospital.
Since 1999, Gibbs has not been allowed to present himself publicly as a priest or publicly celebrate the sacraments, said William Yallaly, executive assistant to Morlino.
The Vatican is now the sole determiner of the case, Yallaly said. There is no time line for a decision. If the Vatican agrees with Morlino’s finding, a number of options are possible, including defrocking Clauder or asking him to spend the remainder of his life in prayer and penance, Yallaly said.
Attempts to reach Clauder were unsuccessful.
Police will review and have the authority to investigate crimes they hear about through the media or from other sources other than the victim, according to Madison Police Lt. David McCaw, but doing so becomes difficult without a victim’s formal complaint.
McCaw said police are especially sensitive when it comes to sex crimes because victims initially might not want the attention that comes with an investigation.

Brian Miller Arrested for Sexual Assault
A campground owner's arrest in connection with the alleged sexual assaults of several boys and young men has local investigators concerned that more victims may be out there.
Brian J. Miller, the owner of Kastle Kampground, was arrested Friday evening in Dane County and is being held at the Dane County Jail.
Kastle Kampground, N11301 Kinney Lake Road, is a popular spot on Lake Kinney, which is near Marion in the Township of Dupont, Waupaca County.
The investigation started June 28 after deputies were called to an underage drinking party at the campground, WISC-TV reported.
"It grew, and kind of spider-webbed out to a lot bigger case when we investigated that," said Sheriff Brad Hardel.
Deputies said they learned through questioning that two of the young men involved claimed to have been sexually assaulted by Miller.
There are now three known male victims who were allegedly assaulted by Miller at the campground and in the Madison-area, where Miller owns a home, WISC-TV reported.
"The current victims that we're aware of range from 10 to 21 years of age. And we feel there could be other victims out there who have not yet come forward," said Sheriff Hardel.
Investigators from the Waupaca County Sheriff's Department and the Wisconsin Department of Justice Division of Criminal Investigation, known as DCI, executed several search warrants at the campground Saturday morning. The warrants were issued based on an on-going investigation, according to the Waupaca County Sheriff's Department.
The Dane County Sheriff's Department and the DeForest Police Department are also involved in the investigation.
Investigators believe more victims may be out there and want them to come forward.

David Smith Arrested for Possession of Child Porn
An employee at a state facility for people with developmental disabilities in Madison has been placed on leave after his arrest Friday for possession of child pornography, police and state officials said.
David E. Smith, 53, of Waunakee is being held in Dane County Jail.
Smith is employed as a therapy assistant at Central Wisconsin Center, where he worked with adults, said Stephanie Smiley, a spokeswoman for the Wisconsin Department of Health Services.
Smiley said it did not appear that Smith was involved in illegal activity at work, but an investigation is ongoing. Smith is continuing to receive his $38,600 annual salary while on leave, Smiley said.
Waunakee Police Chief Kevin Plendl said “hundreds” of images depicting child pornography were found in Smith’s possession during a search of his home at about 2:30 a.m. Friday.
A computer and camera taken from Smith’s home are being analyzed, Plendl said. Plendl said police obtained a search warrant after receiving information Thursday night that Smith had child pornography at his residence.

A youth counselor at a summer camp in Mukwonago has been charged with one count of possession of child pornography, the state Department of Justice announced Friday.
Alexander R. Combs, 22, of Madison admitted to downloading sexually explicit images of young girls on his computer and engaging in online conversations with people who identified themselves as minor females, according to a criminal complaint.
According to the complaint, a search of Combs' computer revealed three images of girls between the ages of 9 and 13.
Combs also said he is a recent graduate of the University of Minnesota and that he worked summers at a volunteer at a residential co-ed youth camp in Mukwonago, according to the complaint.
According to a statement from the Department of Justice, Combs was interviewed as part of an ongoing child exploitation investigation by law enforcement agencies in Wisconsin, Minnesota and Mount Pleasant, S.C.

Daniel Schillinger Sentenced to 20 Years for Sexual Assault
A 48-year-old Wisconsin Rapids man was sentenced this morning in Wood County Circuit Court to 20 years in prison for sexually assaulting children.
Daniel A. Schillinger was given 15 years of extended supervision to follow his prison sentence and was ordered to pay $840.20 plus $270.35 restitution, undergo any counseling deemed necessary and have no contact with his victims or children younger than 18 for two counts of first-degree sexual assault of a child and one count of repeated sexual assault of a child.
Wood County Circuit Court Judge Edward Zappen Jr. said Schillinger’s lack of understanding about the seriousness of the crime and failure to take responsibility for his actions were factors in the sentence.
According to one criminal complaint, Schillinger repeatedly inappropriately touched and had sexual intercourse with a 13-year-old girl on several occasions in late 2006 and early 2007.
In the second case, the criminal complaint said Schillinger inappropriately touched two girls and had them touch him.

Lawrence Schultz Sentenced to 10 years for Sexual Assault
A 60-year-old Fond du Lac man will spend 10 years in prison and serve 15 years on extended supervision for sexual assault.
On May 26, Lawrence M. Schultz pleaded no contest to one count of second-degree sexual assault of a child, which was amended from repeated sexual assault of the same child.
Two counts of causing a child younger than 13 years of age to view/listen to a sexual act and first-degree sexual assault of a child were dismissed and read into the court record.
The sexual assaults were reported to have occurred in 2008, according to the criminal complaint.
Fond du Lac County Circuit Court Judge Richard Nuss warned Schultz that violating extended supervision would lead to another appearance in court in which Schultz could be sentenced to 15 years in prison.
Fond du Lac County District Attorney Dan Kaminsky recommended a sentence of 22 years in prison with 10 years extended supervision. He said that despite Schultz's lack of a criminal history, Schultz could sexually assault other children if not in custody.
Kaminsky added that the only reason he did not request the maximum of 25 years in prison is because there were no allegations of sexual intercourse.
Defense attorney William Mayer said the pre-sentence investigation recommendation of probation would be sufficient. Mayer noted that Schultz accepted responsibility and basically turned himself in when he confessed to a counselor.

Father Claims Police Abused His Sons
A father and two boys are accusing Milwaukee police officers of child abuse. They claim the offices roughed them up and used racial slurs.
The incident happened Friday when police pulled over the father and two boys at 794 and Oklahoma because the officers believed one of the boys an AK-47.
It turned out to be a toy gun but officers had no way of knowing that when they tried to arrest everyone.
There are photos of the man's 12-year-old son with red marks on his back. The father believes they are footprints from one of the officers as he tried to hold the boy down.
"I could hear my son saying, 'Stop you are hurting me,'' the boy’s father explained.
The boy’s parents don’t want their names used. They fear retaliation for filing a child abuse claim against the officers.
"These officers need to lose their jobs," said the boy’s mother. "As far as I’m concerned they are child abuser with a badge."
Police say their photos don’t support the abuse claim. But they are investigating the racial slur allegations.
"'What the M----F---- are you doing here?'" said the boy’s father as he recalled the words of the arresting officer! "'Go back to your country.'"
Reporter Charles Benson asked the dad, "There were racial slurs?"
"Yes. He called me an Asian spic," the father said.
Police said a realist looking toy gun triggered the arrest. They saw the boy’s 11-year-old friend was carrying the gun when the father picked him up. A few minutes later, the family's car was surrounded by police and the officers were yelling.
The boys said the gun had an orange tip on it, which is important because it means it’s a toy gun or fake. But when the officers recovered the gun the boys’ claim the officers removed the tip.
The boy’s father claims police never apologized and never offered to help his son who the dad said was injured and traumatized.
The father and the other boy with the toy gun were not hurt.
Police say they responded to the family allegations quickly and have started an investigation.

It turned out to be a toy gun but officers had no way of knowing that when they tried to arrest everyone.
There are photos of the man's 12-year-old son with red marks on his back. The father believes they are footprints from one of the officers as he tried to hold the boy down.
"I could hear my son saying, 'Stop you are hurting me,'' the boy’s father explained.
The boy’s parents don’t want their names used. They fear retaliation for filing a child abuse claim against the officers.
"These officers need to lose their jobs," said the boy’s mother. "As far as I’m concerned they are child abuser with a badge."
Police say their photos don’t support the abuse claim. But they are investigating the racial slur allegations.
"'What the M----F---- are you doing here?'" said the boy’s father as he recalled the words of the arresting officer! "'Go back to your country.'"
Reporter Charles Benson asked the dad, "There were racial slurs?"
"Yes. He called me an Asian spic," the father said.
Police said a realist looking toy gun triggered the arrest. They saw the boy’s 11-year-old friend was carrying the gun when the father picked him up. A few minutes later, the family's car was surrounded by police and the officers were yelling.
The boys said the gun had an orange tip on it, which is important because it means it’s a toy gun or fake. But when the officers recovered the gun the boys’ claim the officers removed the tip.
The boy’s father claims police never apologized and never offered to help his son who the dad said was injured and traumatized.
The father and the other boy with the toy gun were not hurt.
Police say they responded to the family allegations quickly and have started an investigation.

George Payton Charged with Sexually Assaulting 10-year-old
An Oshkosh man accused of sexually assaulting a 10-year-old girl in 2008 is now facing criminal charges.
George L. Payton, 46, was charged in Winnebago County Circuit Court last week with first-degree sexual assault of a child under the age of 13. If convicted, he faces a maximum of 60 years in prison.
According to the criminal complaint, Payton assaulted the girl at a residence in the 400 block of Washington Avenue in February 2008. The girl told a forensic interviewer with the Child Advocacy Center that Payton touched her inappropriately even though she had asked him to stop. The girl said Payton stopped when her siblings came into the bedroom.
Winnebago County Court Commissioner Daniel Bissett ordered Payton be held on a $5,000 cash bond at the Winnebago County Jail.
Payton is due back in court Thursday for a preliminary hearing.

Rodney Bramlett Sentenced to Life for Sexually Abusing Child
For the second time this year, a convicted child sex offender was given life in prison.
Rodney Bramlett, 34, was convicted of Predatory Criminal Sexual Assault of a child and Aggravated Criminal Sexual Abuse. Bramlett was found guilty of sexually abusing more than one child under the age of 13.
This is the second time in three months that the Winnebago County State's Attorneys Office has sentenced a convicted child sex offender to life in prison. Ronnie Watts was given life for sexually assaulting a 9-year-old.
"Permanently separating convicted sexual predators from society sends a strong message that Winnebago County will not tolerate these crimes," said Winnebago County State's Attorney Joe Bruscato.

Child Abuse Allegations Surface In Beloit School District
The Riverfront Child Care Learning Lab in Beloit cared for the children of teenaged parents while they were at school. That was until allegations of child abuse surfaced.
"It's something that we can't put up with." According to the Beloit School District's Superintendent, Milton Thompson, during the 2008-2009 academic year someone accused staff at the Riverfront Child Care Learning Lab of child abuse.
The accusations ranged from the mild, Thompson says, "Someone taking a paper towel roll and swatting a student on the bottom." To the more extreme, "Children being picked up by the back of the neck like kittens."
But Thompson didn't find out about the issue until early June. One week after he took over as superintendent. " To be honest with you something should have been done immediately."
Thompson calls the accusations "intolerable." He says those who are possibly responsible for the abuse are still on the pay roll. But, if the accusations are true they won't be. "There will be consequences for that."
Despite the allegations the district wants to continue the program. Although not at the same building. They're considering moving it back here to Beloit Memorial High School. Thompson says, "Our intent was not to leave our students out on a lurch. Instead we can do better."
And if they plan on doing better they'll have to hurry because the next academic year is coming up.
Thompson says the district is considering other ideas to keep the program alive as well. Like using a private day care provider. But nothing is set for the 2009-2010 school year.

Trial for Daniel Callan Accused of Molesting Student Postponed

The sexual assault trial of a former fifth-grade teacher accused of molesting a student has been postponed.
Daniel R. Callan, 26, of Menasha was scheduled to go on trial Monday on charges of first-degree sexual assault of a child, causing a child to view sexual activity and two counts of exposing genitals to a child.
Callan’s attorney, Kevin Musolf, asked Outagamie County Judge Dee Dyer on Tuesday for a delay to better prepare. Musolf said, in his motion, he “has not fully completed his investigation of this case and needs time to review the discovery provided.”
Dyer took the case off the trial calendar and scheduled a status hearing for Aug. 31.
Callan is accused of molesting a 10-year-old boy, one of his students at St. Bernadette’s Elementary School in Appleton, in a school restroom on May 5, 2008.
The boy reported the incident to his parents and, the next day, two Appleton police officers interviewed Callan in his classroom after classes were dismissed for the day.
Callan admitted to police that he had sexual contact with the boy.
At a Feb. 23 motion hearing, Musolf sought to suppress Callan’s incriminating statements, claiming Callan felt he was under arrest and gave his statements under duress.
Dyer denied the suppression motion, ruling the police acted properly.

Paul Oliver Charged with Sexual Asault
A City Point man has been charged with sexual assault after inappropriately touching his daughter for about two years.
Paul N. Oliver, 53, was charged in Jackson County Circuit Court with repeated sexual assault of a child. Oliver, a convicted sex offender in Michigan, reportedly physically abused one of his daughters at 9 years old and later began sexually touching her, according to the criminal complaint.
The daughter, now 20, reported the incidents last February after a social worker contacted her to discuss possible past and present abuse in the household. The woman, who has since moved out, said her father started abusing her when she was 9, beginning with an incident where he reportedly slammed her head into a wall when she didn’t do laundry. She recounted another incident about six years later when he pushed her head into a wall, choking her and breaking her glasses because she looked at him defiantly.
According to the complaint, the woman said the sexual abuse started when she was 15 when Oliver would grab her breasts and buttocks, claiming he was trying to teach her “what it was like in the real world.” She said sometimes he would pin her down while other times he would remove her shirt.
The woman said she told her mother about the abuse, but the mother reportedly said Oliver was acting like that because he was on medications. The mother also reportedly made the daughter rub Oliver’s back after an injury, according to the complaint.
The woman told authorities that Oliver frequently physically abused her and her siblings, although there was only one other incident where Oliver sexually touched one of the other children, the complaint stated.
Oliver has an initial appearance set for July 13. If convicted, he faces a maximum sentence of 40 years imprisonment and a $100,000 fine.

Daniel Acker Arrested for Assaulting Boys
A 62-year-old Milwaukee-area swim coach accused of assaulting boys is out of jail after posting $100,000 bail.
As a condition of his bail, Daniel Acker had to surrender his passport and cannot have contact with children other than a niece and nephew.
Acker was arrested in March while coaching youth swimmers at Frank Lloyd Middle school in West Allis. Earlier that day, a man told police Acker had sexually assaulted him in the early 1970s.
Acker faces five counts related to sex crimes against children. Investigators say he has not been charged in other cases because the statute of limitations expired.
Acker's expected to go on trial in October.

Craig Ahlman Charged with Possession of Child Porn
A former town of Kinnickinnic man charged with felony possession of child pornography and child sexual assault pleaded innocent to five felony counts at an arraignment hearing Thursday.
Craig F. Ahlman, 41, who listed a current address in Minnetonka, Minn., was scheduled to return to St. Croix County Circuit Court Sept. 2 for a pre-trial conference before Judge Edward F. Vlack.
Ahlman is charged with two counts of sexual assault of a person under 13 and three counts of possession of child pornography.
The criminal complaint alleged Ahlman inappropriately touched a 12-year-old girl on two occasions during Thanksgiving and Christmas when she was staying at his residence.
Sheriff's deputies conducted a search warrant on Ahlman's home office computer at 525 90th St. on Jan. 21 and turned up child pornography.
Ahlman and his wife, Christine, operate a wedding photography business out of their residence. Christine told investigators she and her husband have separate offices in their home.

Kenny D King Arrested for Child Sexual Assault
On Saturday at 12:25 p.m. Madison police arrested Kenny D. King in connection with a child prostitution case, according to an incident report.
Police had been looking for information regarding King and his whereabouts and had released a sketch of him on Friday. King was known to have frequented Madison Metro bus transfer points as well as the cities of Waunakee and Sun Prairie.
King, 30, who uses the alias "Country Cane" or "Cane" is being held at the Dane County Jail on the following tentative charges: trafficking of a child, 2nd degree sexual assault of a child, physical abuse of a child, and kidnapping.
