Officer James Stackhouse Investigated for Relationship with 12-year-old

A Metro police officer has quit after 17 years following allegations that he had an inappropriate sexual relationship with a child.

Officer James Stackhouse joined the Metro Police Department in September 1992. He was a field training officer with the Hermitage precinct until last Tuesday, but his career as a police officer began to unravel Sunday night.

"In the early morning of Aug. 3, Officer Stackhouse was called in and was presented with the allegations and was questioned or talked to about the allegations," said Metro police spokesman Don Aaron. "They were very serious, and a situation like this warranted his immediate decommissioning and the admonishment that disciplinary action would begin immediately."

Sources told Channel 4 News the child involved is a 12-year-old girl who lives in Wilson County but that the Clay County Sheriff's Office is handling the investigation since the alleged incident happened on Dale Hollow Lake.

Metro police said they informed Stackhouse of the allegations on Monday morning and that he submitted a one-sentence, handwritten resignation Tuesday.

"He did not work in between the third and the fourth," Aaron said. "He was decommissioned or had no police power from the point that he was informed of the allegations."

Stackhouse's personnel file shows a number of commendations and that he won Officer of the Month in 2006, 2008 and 2009.

He has been disciplined twice, according to the documents, including a three-day suspension in 2006 for contacting a known felon that he met on duty to pursue a personal relationship.

No charges have been filed based on the investigation against Stackhouse.

Sources said the facts of the investigation will likely be sent to the grand jury.

Charles Edward Binger Jr Faces Child Porn Charges After Standoff

A Maryville man is facing child porn and drug related charges after a standoff with Blount County Deputies Monday.

Charles Edward Binger, Jr., 48, is in the Blount County Jail on charges of sexual exploitation of a minor, destruction of evidence, and possession of drug paraphernalia.

After a 45 minute standoff with police at his home on Argyle Way, sheriff's officials say four computers and several guns were confiscated along with marijuana seeds and drug paraphernalia.

A forensic exam of those computers show images of child porn.

That's a big concern for neighbors.

Neighbor Chris Kawa says, "That kind of stuff could be anybody of any type. Whether you're wearing a suit and tie or whether you look like you crawled out from under a rock. It's a scary situation but not all that surprising."

Binger is currently being held on $131,000 bond.

Sheriff's officials say more charges could be pending.

James Anthony Acres Arrested for Beating & Burning Two Children

An Oneida man faces two counts of aggravated child abuse after allegedly returning two children left in his care beaten and burned.

Scott County authorities say James Anthony Acres, 27, deliberately burned a 22-month-old boy and beat a 6-year-old boy with mental and physical disabilities to the point of brain damage.

The boys' mother left them in Acres' care Tuesday, Scott County Sheriff's Department Detective Ricky Jeffers wrote in an arrest warrant. She returned to pick them up and found the 22-month-old with second- and third-degree burns on his face, back, arms and legs, according to the warrant. Court records describe the abuse as "torture."

The 6-year-old had "visible injuries" to his face, chin, arm and foot. A hospital visit revealed a head injury, internal bleeding and a brain contusion, the warrant states.

Acres became "agitated, defensive and aggressive," when questioned about the injuries and told inconsistent, illogical stories about how they happened, authorities said. Deputies arrested Acres on Thursday. A judge set his bond at $1 million.

David Camp Arrested for Distributing Child Porn

The former chairman of the Moore County school board asked investigators to shoot him dead when he was arrested at his home on charges of distributing child pornography, a federal agent testified at a preliminary hearing Wednesday.

The agent testified that David Camp, 44, of Lynchburg was arrested July 2 on charges of sending sexually explicit images of young boys and young girls, some showing them involved in sex acts, to a Web site that was being monitored by agents in Los Angeles.

Camp's attorney, Brandon Raulston of Chattanooga, and Assistant U.S. Attorney Jay Woods declined to comment after Camp was returned to custody pending a Friday bond hearing.

Camp was Moore County's school board chairman from October 2005 until September 2008.

U.S. Immigration and Customs Enforcement agent Jonathan Hendrix also said Camp told investigators he had been sending such images for about five years and had sent 10 to 20 the night before his arrest. Hendrix said compact discs and videos containing child porn were seized at the residence.

Hendrix testified there was no evidence that Camp personally created any of the images. Hendrix said the Web site also has a chat room where Camp wrote that he had sexual contact with a young girl.

"He was cooperative," Hendrix said of the interview before Camp was arrested and handcuffed. "At the end of the evening he asked us to shoot him, just to kill him."

Camp did not speak at the hearing. Woods told U.S. Magistrate Bill Carter that the case will be presented to a grand jury July 14.

Moore County schools director Chad Moorehead said Wednesday that he and board members were stunned by the arrest. Moorehead said the family's friends and acquaintances in the south-central Tennessee county of about 6,000 residents are praying for Moore and his family.

"I think I can speak for the board that we are all very shocked," Moorehead said in a telephone interview. "Our concern is for David and his family."

David Camp Charged with Having Child Porn

The former chairman of the Moore County Board of Education was arrested by federal officials last week on child pornography charges.

David Camp, 44, of Stewart Hollow Road, Lynchburg, was taken into custody last Thursday by agents with the U.S. Immigration and Customs Enforcement [ICE].

Camp is being held without bond in a federal holding facility in Chattanooga.

According to a criminal complaint filed in U.S. District Court in Chattanooga, Camp used a computer on or about Feb. 18 of this year to distribute images with "children engaged in sexually explicit activities."

On Monday, ICE agent Jonathan Hendrix filed an affidavit alleging that agents in Los Angeles found a web site that allowed small "thumbnail" images to be posted and which had "numerous links to various adult pornography websites."

The affidavit claims that the web site also had a chat feature.

Hendrix alleges that Camp uploaded 12 child pornographic pictures to the site that were intercepted by the ICE agents in Los Angeles.

The affidavit also states that during a chat, Camp provided a cell phone number that was registered to him and that the computer's IP (Internet Protocol) address was also registered to Camp.

When Camp was interviewed by ICE agents last Thursday, "he stated and admitted that he had been receiving and distributing pornographic images of children for the last 5 years up to and including the previous night of July 1, 2009," the affidavit states.

Camp also admitted using the web site to receive and distribute the images.

Moore County Sheriff Mark Logan and a number of his deputies also assisted ICE agents with the arrest.

Brian McMackin Arrested on Multiple Child Porn Charges

A Milan man pleaded not guilty in federal court to multiple child pornography charges Wednesday, according to a spokesman for the FBI.

Brian D. McMackin, 27, appeared in federal court in Memphis on charges of production, distribution, receipt and possession of child pornography, according to Todd McCall, supervisor of the FBI's Jackson office.

McCall said authorities are still looking for children who may have been victims in the case.

"At this point we have been made aware that there are other victims or potential victims, in this case (it's) small children, females," McCall said Wednesday. "In the past 10 years, if Mr. McMackin has had contact with any small children in your home, we probably need to talk with you."

McCall declined to give details on how the pornography was discovered but said the images were "computer based and by other means as well."

A report hearing for McMackin is set for July 23 in federal court in Memphis, McCall said.

Former Principal Joseph Wayne Jennings Arrested for Child Porn

A former elementary school principal with the Claiborne County School District was arrested Wednesday in Morristown on federal child porn charges when he met officers instead of the child he allegedly planned to have sexual contact with.

According to a criminal complaint filed in U.S. District Court ahead of the arrest, Joseph Wayne Jennings, 53, of Russell Road South in New Tazewell, is charged with Attempted Enticement of a Minor, Attempted Production of Child Pornography, Distribution of Child Pornography and Possession of Child Pornography.

The former Clairfield Elementary School principal retired in 2007.

According to the criminal complaint, Jennings made contact with an adult over the Internet on the online site Adult Friend Finder. During an online conversation, the individual and Jennings discussed "sexual role-playing/daddy-daughter scenarios". The individual, identified in the complaint as "a citizen-witness whose initials are J.L.," wrote a message to an online tip to the National Center for Missing and Exploited Children, saying" I got the instinctive feeling that he was into it in more than a fantasy way. I should have just stopped talking right then, but I kept trying to get information from him to see if my gut was right."

In the tip message published in the complaint, J.L. says after earning his trust, Jennings ended up sending her child porn images and telling her stories about sexual relations he had allegedly had with children, and of children with whom he was communicating and exchanging sexual images with online.

The complaint says a detective with the Knoxville Police Department's Internet Crimes Against Children Task Force, posing as a single mother, Gina, with an 8-year-old child, was introduced to Jennings online through J.L.

Via email, officers were able to set up a meeting with Jennings, whose email screen name is Pervey53daddyjoe, according to the complaint. Officers convinced Jennings that he was going to meet up with Gina and her daughter for a sexual encounter with both of them, the complaint says.

Investigators arranged to meet Jennings at a motel in Morristown where he was taken into custody.

Sexual Assault Case Brought to Light Years Later

In room 23 of Denver District Court, native Memphian Matthew James Gifford took the witness stand to testify against a man who was once so close to his family that he called him uncle.

The 30-year-old Gifford told a jury last week about years of sexual assaults allegedly perpetrated by Eugene Summers in a case that stretches back more than 25 years and has ties to Memphis.

Denver prosecutors allege that during the 1989-90 school year, Summers committed second-degree kidnapping against Gifford, then an 11-year-old boy, whom he also sexually assaulted. At the time, Gifford was visiting his aunt and uncle, with whom Summers lived.

"I'm glad that my part of the testimony is over, but I definitely feel like I did the right thing," Gifford said.

Gifford's family met Summers in the late 1970s in Memphis, when he was known as Eugene Barksdale. They met at St. Patrick's Church Downtown, where Matthew's grandparents, Betty and Charley Gifford, were long-time parishioners.

"He came from a single-parent household, lived in the area and came to church through our outreach to the youth in the neighborhood," said Theresa Gifford, Matthew's mother, who still lives in Memphis.

"My parents took a liking to him for some reason, and as time went by, he became like one of the family, eventually moving into my parents' house. My mother tutored him through college."

Matthew's grandmother recommended Summers for jobs in Memphis as a counselor for at-risk youths after he graduated.

In 1990, Matthew's grandmother moved to Denver and shortly thereafter, Summers did as well. The Giffords remained close to Summers.

Then in April 2007, Summers was arrested. Investigators alleged that, while working as a counselor for Denver Public Schools, he began molesting an 11-year-old boy at an elementary school in 1992 and 1993. The charges further alleged that Summers resumed molesting the victim in 1995 and 1996 while working at a middle school the victim attended.

In that case, Denver officials say, Summers pleaded not guilty to 32 counts, including charges of sexual assault on a child, sexual assault on a child by a person in a position of trust, attempted sexual assault on a child and sexual assault on a child, pattern of abuse.

A recent Colorado Supreme Court decision regarding the statute of limitations calls into question whether he will face prosecution in that case.

In 2007, however, Matthew's grandmother told him she planned to testify on Summers' behalf as a character witness. Matthew couldn't let her do that, so he revealed the secret he'd kept his entire life.

Soon after, Matthew Gifford filed a police report, telling investigators details of every alleged instance of sexual abuse, which he says began in Memphis when he was between 3 and 5 years old.

"This monster had to be stopped," Gifford said in a telephone interview from Denver. "Thinking about it more, about his life and what's he's done, he's taken my family, from the day he met them, and used them to help him get close to children and be in a position of power over children. And I take that very personally."

The Denver public defender representing Summers did not return a call for comment.

Lynn Kimbrough, communications director for the Denver district attorney's office, described the charges against Summers as "particularly heinous." He resigned from Denver Public Schools in March 2008.

"Investigators have publicly stated there is a likelihood of additional victims," Kimbrough said.

Shelby County Deputy Dist. Atty. Gen. James Challen said the statute of limitations on sex crimes in Tennessee depends on several factors, including the type of offense, what the law was when the offense was alleged to have occurred and the age of the victim at the time.

"If there's somebody out there that feels like they're a victim of this individual while he was in the state of Tennessee, like anything, we encourage people to report that to law enforcement," he said.

Theresa Gifford, Matthew's mother, sat in the courtroom, listening as her son testified. She sometimes blames herself, she said, and wonders how she missed signs.

"I am so proud of my son and all of the other young men who are standing up to Eugene so that hopefully he will never be allowed to prey again on another child," she said.

Testimony in the case against Summers is expected to continue this week.

"If there are any other victims in Memphis, I would like them to know that he can't hurt them anymore," Matthew Gifford said. "If they come forward, it would only help other people from getting hurt in the future.

"It's hard to believe, but it really helps to talk about it."
