Alfredo Cerillo Rodriguez Wanted for Sexual Abuse of Child


Police and Crime Stoppers are seeking the public's assistance in locating Alfredo Cerillo Rodriguez.

On November 21, 2008 Alfredo Cerillo Rodriguez was charged in the 230th District Courtwith Continuous Sexual Abuse of a Child. On January 18, 2009 he was released on bond and on February 20, 2009 he was indicted on the charge.

Almost 4-months later on Friday June 5th, Rodriguez was scheduled to go to trial. He failed to show up for his trial and his bond was revoked and a warrant was issued for his arrest.

Rodriguez is a 49 year old Mexican male. He is 5'8' tall and weighs 180 pounds. He has brown eyes and black and gray hair. He is still believed to be in the Houston area.

William Shamblin Arrested for 25 Counts of Rape on 6-Year-Old


Sexual offender William Shamblin was arraigned this morning on 25 counts of rape, kidnapping and intimidation. Prosecutors say the 34-year-old Cleveland man anally raped a 6-year-old boy repeatedly in 2002 and 2003.

He knew the boy's mother and raped the first-grader when he got home from school, prosecutor's spokesman Ryan Miday said. "Shamblin told the victim if he told anyone about it he would burn him with his cigarette lighter," Miday said.

The boy talked to a social worker. He's living in a group home now, Miday said. The case was assigned to Cuyahoga County Common Pleas Judge John Russo. Shamblin was ordered to submit to an HIV test.

Shamblin, of Storer Avenue, was convicted of sexual assault in 1995 in Texas. His criminal history here includes drunken driving and aggravated vehicular assault in 2004. He was sentenced in January 2005 to two years in prison. His license was suspended until Jan. 13, 2008.

Roberto May Arrested for Sexually Assaulting 5-Year-Old


Three days after allegedly sexually assaulting a 5-year-old boy, Fort Collins resident Roberto May was arrested Monday by Fort Collins police.

May, 43, was taken into custody at about 6 p.m. by police at his residence at 720 City Park Avenue No. D421, which is a few blocks west of the Colorado State University campus.

Fort Collins police spokeswoman Rita Davis said little information is available about why May was arrested because the alleged victim is a child. She said the incident occurred on Friday and involved a 5-year-old boy, but provided no further details.

May is being charged with sexual assault on a child, a Class 4 felony, and sexual assault on a child by a person in a position of trust, a Class 3 felony.

When asked what May's relationship is to the boy, Davis said only that he is an "acquaintance."

His bond was set at $10,000 this afternoon by Magistrate Matthew Zehe, when he appeared by video from the Larimer County Jail and communicated through a Spanish-speaking translator.

Prosecutors indicated that May has no family ties to the community while presenting their arguments for bond.

Zehe ruled that May is to have no contact and to stay at least 100 yards away from the alleged victim.

According to Colorado court records, May does not have a past criminal history in the state. His next court appearance will be June 16 before Judge David Williams.

Former Dance Instructor Charged with Sexually Assaulting 13-Year-Old

She's a former Corpus Christi dance instructor charged with sexually assaulting a 13 year old student. And today she pleaded guilty to having sex with the boy.

It was back in 2007 that Sandra Borrego was arrested after the boy told his mother what happened.

Today, just moments before a jury was to be selected for a trial, Borrego agreed to plead guilty.

And the plea agreement came at the insistence of the victim's mother who asked the judge to spare her son from yet another traumatic ordeal of having to testify on the stand.

"Operation Orange Tree" Busts Child Porn Suspects

"Police! Search Warrant!"

It started with a series of loud knocks on the door, followed by shouts.

Federal, state and local cops in Florida were not searching for drugs, guns or cash. Instead, they were looking for computers: hard drives loaded with child pornography.

During the first state-wide sweep dubbed "Operation Orange Tree," cops seized dozens of computers, and busted 77 men accused of downloading pornography featuring children.

The secret weapon to finding these guys was a new, high-tech software program recently made available to law enforcement.

"This is one of the greatest improvements in law enforcement technology in my 20 years in law enforcement," said Special Agent Mike Phillips of the Florida Department of Law Enforcement (FDLE).

The new tool has taken the guesswork out of finding cyber criminals.

Although law enforcement agencies have declined to give the specifics of the software's methodology, they say it can help them zero-in on wireless routers and illegal files.

According to Agent Phillips, the FDLE has come a long way.

"It used to be people who collected child porn had a shoebox of images stuffed away in a closet. Now, that shoebox is on the Internet, ready to be shared with all the other child predators," he said. "We can now isolate that shoebox and trace it to an individual's house."

And, that's exactly what cops did, with a degree of success, during the eight-week operation. FDLE, with the support of the Florida Attorney General's Office, with their initial use of the new technology, set out to see how well it worked, and to get predators off the streets.

They called it "Operation Orange Tree," because oranges are one of Florida's natural resources, and so are children.

"We want our children to remain innocent," said Agent Phillips.

Producers from America's Most Wanted joined the manhunt in South Florida.

FDLE, with the United States Marshals' Florida Regional Fugitive Task Force -- consisting of investigators from the Florida Attorney General's Office, Broward County Sheriff's Office and the Palm Beach County Sheriff's Office -- knocked on doors and seized dozens of laptops, desktops and unsuspecting men who they said had filled their computers with child porn.

77 People Arrested on Child Porn Charges In Florida

A statewide effort to crack down on child pornography has resulted in 77 arrests of individuals across the state – more than half of which occurred in Polk County.

John Walsh, host "America's Most Wanted" joined Gov. Charlie Crist and Attorney General Bill McCollum in Tallahassee today to announce the results of "Operation Orange Tree," a 10-week, multi-agency effort in which law enforcement executed 90 search warrants and seized thousands of photos and videos.

"This is an historic day," said Walsh, who became an anti-crime activist and launched his television show after the 1981 murder of his six-year-old son Adam in Hollywood, Fla. "I feel like the work of 27 years has come to fruition on this historic day."

Individuals arrested ranged from ages 17 to 83, including two who were already registered as sex offenders. The operation took place mostly from mid-March through May, with the most recent arrest occurring this morning in Leon County.

"More arrests are expected shortly," Crist said. "Most importantly, five of Florida's precious children were rescued out of this despicable activity."

Twenty-three agencies took part in the effort – including the Polk County Sheriff's Office, which made 45 of the arrests. Crist and McCollum lauded Polk Sheriff Grady Judd in particular for marshalling the resources to make the crack down on child pornography a high priority.

The high-profile press event took an overtly political turn when Walsh took the opportunity to endorse Gov. Charlie Crist in the race for U.S. Senate. He likewise endorsed McCollum for governor, "to pick up the mantle and take up where Charlie has left off."

Florida ranks 4th in the nation in volume of child pornography, according to the Federal Internet Crimes Against Children Task Force. Crist established the state's Child Predator/CyberCrime Unit in 2005 when he was Attorney General; the unit now has 30 members and five offices statewide, including in Tampa.

William B Allen Sentenced to 30 Years for Having Child Porn

A Chicago man was sentenced today to 30 years in federal prison on child pornography charges, federal officials said.

William B. Allen, 24, of the Roseland neighborhood was convicted in December of federal charges of advertising, transporting and possessing child pornography, said Randall Samborn, a spokesman for the U.S. Attorney's office in Chicago.

U.S. District Judge Charles Kocoras sentenced Allen to 30 years for advertising child pornography. His sentence is to run concurrent with prison terms of five years for transporting child pornography and 10 years for possession of child pornography, Samborn said in a press release.

Kocoras also ordered that Allen must receive lifetime supervision after his release from federal prison. He was also ordered to pay a $3,000 fine.

At Allen's trial, federal prosecutors argued that Allen possessed thousands of images of child pornography, including images from 40 video files. They also argued that Allen operated an online "marketplace."

Knowing the Signals of Child Abuse

The child's scribbles didn't seem out of the ordinary at first. "What is that?" Ruben Luna asked.

"It's the treasure game," the 10-year-old told him. "These are my legs," she said pointing at a V. The "treasure" was where the two lines met. "This is a game I don't like playing," she told Luna.

Luna, a forensic interviewer at Estrella's House in Edinburg, talked to the girl two years ago after she complained that an adult had sexually abused her.

In one of the more attention-grabbing cases, a teacher from the La Joya school district was arrested on suspicion that he fondled a 7-yearold during a test. Before that, 10 first-grade students - mostly undocumented immigrants - told their parents that a computer lab proctor at the district had improperly touched them during class.

But Luna said children in the Valley are not being abused more frequently than in previous years - it only appears that way because more cases are being made public.

"It's been hitting the media lately, but it's always been there," Luna said. "People just don't hear about it."

Reports of abuse in the Valley are often hushed because children tend to grow up in small, tight-knit communities and families are embarrassed to talk about it.

"It's very taboo," said Robert Garcia, director of Estrella's House. "They don't want to deal with it."

Most children in Hidalgo County who are suspected of being sexually abused end up at Estrella's House. There, specialists interview children and work with police and prosecutors during criminal investigations into alleged abuse against minors.

Every year, hundreds of children pour into Luna's office. So many, in fact, that in the past six years Luna has talked to about 3,200 children who have made outcries.

School employees are not typically the focus of sexual abuse investigations - Luna said he deals with about seven such cases a year.

But parents need to be aware that it can happen, said John Lennan, a spokesman with the state's Child Protective Services Division. The agency strongly encourages parents to contact local authorities immediately if they suspect their child may be a victim of sexual abuse.

"They need to spend time with their children and make them feel comfortable," Lennan said. "Most importantly, they need to believe them."

Garcia, the Estrella's House director, said school district leaders sometimes avoid the topic because they want to "reduce liability" and avoid retaliation against the accused party.

"The hardest people for us to educate is not the victim or the parent, it's the professionals," he said. "People have to know they can report without worrying about repercussions."

A state law passed last year requires employees such as teachers, janitors and bus drivers to submit to criminal background checks.

And all employees undergo sexual harassment prevention seminars annually to become familiar with definitions and examples of sexual harassment and how to report it.

"It's important that children don't put up with it and report it," said Craig Verley, a spokesman for the Mission school district. "Ultimately, the child's well-being is of utmost concern."

If a child accuses an employee of abuse and an investigation is launched, the employee is typically placed on administrative leave pending the outcome of the investigation, Verley said.

"It's not punitive," he said. "It's something we do to protect the employee and the alleged victim."

Parents sometimes ignore their children when they say a friend or relative is touching them inappropriately. Experts say it can be more difficult for adults to acknowledge abuse than it is for children.

"Parents will usually believe their children when they say it was a stranger," said Stephanie Diaz, an investigation supervisor with CPS. "But if a parent doesn't believe them, it can have lasting effects on a child."

Experts say most young victims first mention sexual abuse to their friends because they don't trust adults. Most children Luna has interviewed have said peers affirmed to them "it was wrong" for an adult to touch them inappropriately.

"I can stand in front of 100 kids and talk about abuse until I'm blue in the face," Luna said. "But if their best friend tells them it was wrong, they will believe them first."

Children usually show signs of abuse before they actually talk about it, Luna said. The most common signs are withdrawal from friends and family, depression and self-destructive behavior. Some also suffer from extreme weight gain or loss and bedwetting.

"Parents usually have a gut feeling when something's wrong," Luna said. "Most kids I talk to say they didn't mention it earlier because no one had asked before."

Officer Damen Lowe Accused of Forcing Teen into Sexual Activity

New charges have been filed against the Racine police officer accused of forcing a young teenage girl to engage in sexual activity.

Damen Lowe, 34, of Racine, was initially charged with six felonies related to his alleged abuse of a young teenage girl. The alleged abuse began when the girl was 13 and continued into her 14th year. Initial charges included second-degree sexual assault of a child, repeated sexual assault of the same child, exposing a child to harmful material and child abuse-intentionally causing harm.

On Monday, prosecutors amended the criminal complaint against him, bringing the number of charges against Lowe to 11. If convicted of all the charges, he could face more than 120 years imprisonment, which includes time in prison and on extended supervision.

The new complaint gives more specifics about the alleged abuse, outlining instances of sexual contact, physical abuse and times when the victim says Lowe forced her to watch pornography.

Defense attorney John Campion said he still plans to raise objections to several of the counts against his client. He had earlier filed motions to have many of the charges dismissed, saying the complaint failed to give enough detail about the allegations.

Lowe remains on paid administrative leave from the Racine Police Department.

Increased Penalties for Possession & Distribution of Child Porn

State Sen. Jonathan Nichols is praising the governor for signing legislation establishing stronger penalties for domestic abuse.

The Norman Republican sponsored the measure, which makes first-offense domestic abuse a felony if prosecutors can show a pattern of physical violence.

Nichols said Monday the state ranks high nationally in domestic abuse, with women usually the victims. He says the state had 33 domestic-related homicides in 2006.

His legislation also increases penalties for possession and distribution of child pornography and prohibits sex offenders from being ice cream truck vendors.

It was signed into law Friday by Gov. Brad Henry.

James Auchincloss Being Investigated for Possession of Child Porn


James Auchincloss, the 62 year-old half-brother of Jacqueline Kennedy Onassis, is not in danger of overtaking his sis in popularity. He's currently being investigated for possession of child porn in Oregon.

Auchincloss (pictured on the right, with munchkin on left) shares a mother with Jackie O, but has a different father. He's lived a relatively quiet life in Ashland, Oregon for almost 15 years. But last October, police were tipped off that he and a friend had a stash of child porn; the investigation is ongoing (computer data mining issues are involved), but the accusations are pretty stank:

In an Oct. 17, 2008, affidavit for a search warrant, Det. Arthur LeCours with the Ashland Police Department said he found photographs in booklets and on carousel slides of naked, 7- to 16-year-old boys in sexual poses at Auchincloss' home...

In addition, two Ashland residents, Eddy McManus and Karl Iverson, told the Daily Tidings that they saw Auchincloss and Vickoren viewing child porn on a computer in Auchincloss' home, located in the 700 block of Benjamin Court, last summer.

The cops also think Auchincloss has "taken photographs of clothed children locally," but he's not judged to be an "immediate threat," so he's free and uncharged so far as the investigation continues. He was turned in by his personal assistant. Caroline Kennedy is his half-niece. In case you were wondering. His denials do not seem particularly vociferous:

He didn't refute LeCours' statements in the affidavit concerning the child pornography found at his home, but said the situation was a matter of privacy.

"I think the point has to be, 'Is there a manner of being predators? Is there a manner of encouraging sex abuse by offering money or being in that trade?' And none of that is true," he said.

Oh well, "His willingness to talk about famous relatives has made him something of a persona non grata in Kennedy circles over the years." They must be pretty close to cutting him out of the family entirely. First it was the talking to the media, now it's the child porn. Only one more strike, James!

Rvey Dee Stringer Accused of Possession of Child Porn

A Bryan man accused of violating the terms of his probation for possession of child pornography may have to serve out his ten year sentence after all.

42-year-old, Rvey Dee Stringer is in the Brazos County Jail and no bond has been set. He's charged with five new counts of possessing and viewing pornographic images on a computer, a direct violation of his probation.

In addition to those charges, Stringer also failed to make monthly payments for fines he was ordered to pay.

In 2006, a relative reported to authorities that Stringer had illegal images on his computer. After a search warrant was executed, authorities say they found more than 100 illegal photos on Stringer's computer. He was arrested and charged with 18 counts of child pornography possession.

A hearing will be held in the near future to determine Stringer's fate.

Stacy Wright-Farmer Charged with Sexual Abuse of Child

An investigation into the discovery of sexually explicit photographs of a juvenile found at a residence in Alaska has resulted in the arrest of a McDowell County woman on multiple charges, police said Monday.

Stacy Wright-Farmer, 31, of Cucumber, is charged with sexual assault first-degree, sexual abuse first degree, sexual abuse by a custodian, incest, distribution of child pornography and child endangerment, according to Senior Trooper B.J. Garrettson of the West Virginia State Police Welch Detachment.

Garrettson said officials in McDowell County were contacted Sunday by a federal agent in Alaska representing the U.S. Immigrations and Customs Enforcement agency. Garrettson said the call was in reference to a search warrant that was executed at a residence in Alaska.

Garrettson said the search warrant in Alaska uncovered several photographs of Wright-Farmer and a female juvenile that were “sexually explicit” and “pornographic in nature.”

“After looking at the photos, we served the search warrant on the residence of Mrs. Farmer who was staying out over in the Cucumber area in McDowell County in which several computers, digital cameras, and digital recorders were seized during the execution of our search warrant,” Garretson said. “Mrs. Farmer was arrested last night and taken to the Welch holding facility. There are several different charges stemming from sexual assault first-degree, sexual abuse first-degree, sexual abuse by a parent or custodian, incest, distribution of child pornography and child endangerment. There were a total of 75 counts.”

Garrettson was assisted in the investigation by Cpl. D.C. Eldridge, Cpl. C.K. Moton, Senior Trooper K.L. Pack, Senior Trooper J.W. Keffer, and Trooper B.A. Woods with assistance from agents with the U.S. Immigrations and Customs service.

“This is still an ongoing investigation,” Garrettson said.

Concetta Jackson Arrested for Having Child Porn

A baby sitter's bail has been revoked but she won't be sentenced as scheduled this week in a federal child-pornography case in Philadelphia.

A judge agreed to revoke Concetta Jackson's bail after young victims complained about running into her in Delaware County.

Jackson, of Colwyn, is one of three adults convicted in what the judge has called a "sociopathic" case of child pornography. Jackson and another woman procured young children for their sexual predator and sometime boyfriend, John Jackey Worman.

Worman is awaiting sentencing while defendant Dorothy Prawdzik is serving a 30-year term.

The 46-year-old Jackson faces a 15- to 30-year sentence. Her sentencing is on hold while she undergoes medical tests the defense has requested.
