A Carneys Point man has been indicted by a Salem County grand jury here for alleged possession and distribution of child pornography after being nabbed by state police under Operation Fairplay.
Matthew E. Wood, 21, of Hawks Bridge Road in the township, was arrested on June 9 at his home for allegedly using a peer-to-peer file-sharing program that allowed users to download illicit images and movies from him, prosecutors said.
He was found to have "at least one" prohibited file on the hard drive of his personal laptop computer, said Salem County First Assistant Prosecutor William Brennan.
Wood now faces one count of second degree child pornography distribution and a lesser charge for fourth-degree child pornography possession, according to an indictment handed down Wednesday by a Salem County grand jury.
If convicted he could face a maximum of 10 years in state prison.
Court officials said Wood was released on his own recognizance following his arrest and never lodged in the Salem County Correctional Facility.
Operation Fairplay, a software tool that allows investigators to track at least a small portion of child pornography transactions occurring on the Internet, was credited with deciphering Wood's involvement, Brennan said.
Employed by investigators around the United States, Operation Fairplay allows police to download illegal material and then track the sender's Internet Protocol address.
Authorities spent a considerable amount of time identifying the subject and putting him under surveillance before obtaining a search warrant, according to Brennan.
Using the IP address, police are able to gather information from the Internet service provider, including the subscriber's name and location.
"State police are doing an operation where they learned that there is a program out there that is making child pornography available," Brennan said. "We are talking about second-degree distribution."
More than half a million unique users trafficking child pornography have been identified through the software, according to officials.

Warren Mumpower Sentenced to Life for Trafficking Child Porn
Warren Mumpower of Spokane, Wash., was sentenced to life in prison today for his activity in a global child pornography trafficking enterprise, Assistant Attorney General of the Criminal Division Lanny A. Breuer, U.S. Attorney for the Northern District of Florida Thomas F. Kirwin and FBI Executive Assistant Director Thomas J. Harrington announced.
Mumpower, 65, was also ordered to pay a $25,000 fine by Senior U.S. District Judge Lacey A. Collier.
Mumpower, a convicted sex offender, was found guilty following a six-day trial in January 2009 of six counts relating to his criminal activities as a member of the child exploitation enterprise. The charges alleged in these counts included engaging in a child exploitation enterprise; conspiracy to advertise, transport, ship, receive and possess child pornography; advertising, transporting and receiving child pornography and obstruction of justice.
Six of the defendants in the case previously sentenced by Judge Collier also received sentences of life in prison, including: Daniel Castleman of Lubbock, Texas; James Freeman of Santa Rosa Beach, Fla.; Gary Lakey of Anderson, Ind.; Marvin Lambert of Indianapolis; Neville McGarity of Medina, Texas; and Ronald White of Burlington, N.C., also received life sentences. Five additional U.S. defendants also indicted in the case were sentenced on March 10, 2009, to terms in prison ranging from 164 months to 365 months.
According to evidence introduced at trial, the defendants were members of a highly sophisticated international network. The group was a well-organized criminal enterprise whose purpose was to proliferate child sex abuse images to its membership during a two-year period. The defendants were found guilty of participating in an illegal organization that used Internet newsgroups - large file-sharing networks where text, software, pictures and videos can be traded and shared - to traffic in illegal images and videos depicting prepubescent children, including toddlers, engaged in various sexual and sadistic acts. Specifically, an Australian constable who infiltrated the group in August 2006 testified at trial about how group members employed a complex system of pseudonyms, screening tests for new members and sophisticated encryption methods to avoid detection. He also testified that the group traded more than 400,000 images and 1,000 videos of child sexual abuse before it was dismantled by law enforcement.
This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse, launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims. Peter Lukasavitz Sentenced to 15 Years for Child Porn
An Ann Arbor man was sentenced to federal prison Thursday for possessing and trading child pornography through a now-defunct feature of Google.com.
Peter Christian Lukasavitz, 31, was ordered to serve 15 years in prison during a brief sentencing hearing in Detroit federal court Thursday, the U.S. Attorney's office press release indicated.
Lukasavitz pleaded guilty to transportation of child pornographic material earlier this year. Investigators said he had a collection of more than 1,000 erotic images of children and pornographic movies depicting the sexual abuse of children as young as 20 months old, the release said.
Neither Lukasavitz nor his Saline-based attorney, M. Ellen Dennis, returned calls from the News on Friday.
Prior to his arrest in 2008, Lukasavitz consistently traded the images with others through "Google Hello,'' a peer-to-peer messaging and instant photo-sharing Web site.
He and others discussed their mutual sexual interest in and the sexual assaults of children, officials said.
"The judge aptly described these images as horrifying and unimaginable, " U.S. Attorney Terry Berg said in a written statement. "A 15-year prison sentence will hopefully provide a strong deterrent to others who would consider traveling this road.''
The site was known for its instant messenger-style photos sharing application that simplified sending photos to others via an encrypted connection.
The Internet search giant ceased the photo-sharing and chat site in May 2008.
Lukasavitz was arrested after authorities seized the computer of a trading partner in Pennsylvania.

Timothy Storment Charged with Possessing & Distributing Porn
A Springdale man is facing charges of possessing and distributing child pornography.
Timothy Storment, 43, was picked up in front of the Springdale Library on Wednesday.
Investigators said a newly completed search of a computer taken from Storment's hotel room found thousands of sexually explicit images involving children.
Storment has a prior arrest history of sexual offenses involving minors in Arkansas and Texas, police said.

John Crozier Charged with Making Child Porn Available
An Orillia man has been charged with child pornography offences following an online undercover investigation. He appeared in Barrie for a bail hearing on Tuesday.
On Monday, the Ontario Provincial Police executed a search warrant at an Orillia home and seized seven computers and related CDs allegedly containing images of child sexual abuse. Members of the OPP child exploitation section (Project P), and the Orillia OPP detachment in conjunction with the OPP electronic crime section made the arrest.
John Crozier, 47, was charged with two counts of possession of child pornography and one count of making child pornography available.
Crozier was released from police custody yesterday on a $2,500 surety. He is scheduled to appear in Orillia court on July 28.

Brian McMackin Arrested on Multiple Child Porn Charges
A Milan man pleaded not guilty in federal court to multiple child pornography charges Wednesday, according to a spokesman for the FBI.
Brian D. McMackin, 27, appeared in federal court in Memphis on charges of production, distribution, receipt and possession of child pornography, according to Todd McCall, supervisor of the FBI's Jackson office.
McCall said authorities are still looking for children who may have been victims in the case.
"At this point we have been made aware that there are other victims or potential victims, in this case (it's) small children, females," McCall said Wednesday. "In the past 10 years, if Mr. McMackin has had contact with any small children in your home, we probably need to talk with you."
McCall declined to give details on how the pornography was discovered but said the images were "computer based and by other means as well."
McMackin is being held without bond. He was indicted last month as part of an investigation by member agencies of the FBI Memphis Crimes Against Children Task Force.
A report hearing for McMackin is set for July 23 in federal court in Memphis, McCall said.
The various charges carry potential prison sentences ranging from five to 30 years.

Thirty-year-old Chad Michael Lee Welsh has been sentenced to 100 months in a federal prison, followed by 10 years of probation.
An undercover investigation tracked child pornography to an I-P address that ultimately was tracked to Welsh's computer. Prosecutors say a search of Welsh's computer found additional child pornography and many of the images were of children listed on the missingkids.com website as "missing" or "exploited."
Investigators says Welsh "received and distributed" child pornography via computer software called LimeWire.

Robert Zicari & Janet Romano Sentenced for Distributing Child Porn
A husband and wife from California were sentenced to a year and a day in prison for conspiring to distribute pornographic videos depicting simulated rape and murder.
Robert Zicari and Janet Romano also received two years of supervised release at sentencing Wednesday. They pleaded guilty in March to conspiracy to distribute obscene material.
Zicari and Romano owned Extreme Associates Inc., of Northridge, Calif. An undercover U.S. postal inspector in Pittsburgh purchased DVDs from them and a grand jury found the images met the Supreme Court's test for obscenity.
Defense attorneys contested the government's claim that the material is "sadistic or masochistic" for sentencing purposes, but that argument was denied.

Pastor Steve Richardson Charged with Possession of Child Porn on Church Computer
A former Texas pastor who admitted having more than 600 images of child pornography on his church computer has been sentenced to 17 years in prison.
The U.S. attorney's office in Dallas says 36-year-old Steve Richardson was sentenced Monday by U.S. District Judge Sam A. Lindsay.
The former pastor of First United Methodist Church in Royse City pleaded guilty in March to one count of transporting and shipping child pornography and one count of possession of child pornography.
Prosecutors say Richardson sent a sexually explicit image of a child to an undercover federal agent in Seattle and requested comparable images.

Joshua Andrew Dorothy Sentenced to 20 Years for Trafficking Child Porn
A 21-year-old Warren man was sentenced today in U.S. District Court in Detroit to 20 years in prison for distributing child pornography.
Joshua Andrew Dorothy was first identified by undercover FBI agents through Internet chats. Using a fictitious screen name, Dorothy sought out others epxressing an interest in sex with children, federal authorities said.
During an exchange of text messages with an undercover agent on May 28, 2008, Dorothy claimed to have repeatedly assaulted a 2-year-old girl that he babysat, authorities said.
On June 2, 2008, Dorothy transferred nearly 40 child pornography video files, depicting the sexual assault of children, to an undercover agent, authorities said.
Dorothy pleaded guilty on Jan. 26 before U.S. District Judge Gerald Rosen and received the maximum sentence today.
The case was brought as part of Project Safe Neighborhood, a nationwide initiative to fight child sexual exploitation and abuse launched by the U.S. Department of Justice in 2006.

Julie Carr Arrested for Sexually Abusing her own Child
Detectives in Britain teamed up with U.S. federal officers and cops in Maine to quickly track down and arrest a woman who allegedly used a webcam to stream video of her sexually abusing her own young child.
The international dragnet resulted in the arrest of Julie Carr, 30, in Mars Hill, Maine, Friday. Carr, who, in her mug shot was wearing a shirt with the logo "Bad Angel" on the front and had tattoos on both of her arms, is being held in lieu of $50,000 cash bail.
Carr was arrested after a tip went to police in Humberside County in England about a man who may have been involved with child pornography.

Jamie Overstreet Sentenced to 20 Years for Making Child Porn
A Huntington man is headed to federal prison for producing, possessing and trafficking in child pornography.
29-year-old Jamie Overstreet was sentenced to 20 years in prison during a hearing in U.S. District Court in Huntington on Monday.
Back in December, Overstreet pleaded guilty of the charges.
Prosecutors say the conviction stems from an investigation in California of a person suspected of possessing child pornography and sharing it with Overstreet.
Authorities in West Virginia searched Overstreet's residence.
Prosecutors say it was clear that Overstreet was involved in a nationwide ring of individuals engaged in the sexual abuse of children, and the production and trafficking in child pornography.
Investigators found hundreds of images and videos of pre-pubescent minors engaged in sexual activity on Overstreet's computer. Many of these images and videos were produced by Overstreet

Gordon Lee Parkin --- 7 Years for Distributing Child Porn
A Granite Falls man was sentenced to more than seven years in federal prison and will be required to register as a sex offender for distributing thousands of child porn images online.
Gordon Lee Parkin, 49, received the sentence Friday in U.S. District Court from U.S. District Judge James L. Robart. He also ordered lifetime supervised release for Parkin after he serves his term.
The judge also said he will consider ordering Parkin to pay restitution to one of the known victims in the case.
Parkin pleaded guilty to distributing child porn in January, said Emily Langlie, spokeswoman for the U.S. Attorney's Office in Seattle.
He was identified by investigators with U.S. Immigration and Customs Enforcement as using a chat program to send more than 8,000 images of child pornography.
When a search warrant was executed at Parkin's home, agents discovered thousands of images of child pornography on his computer.
Agents also found more than 200 pictures of children in the neighborhood, including close-up shots attempting to photograph the underwear of young girls.
The chat logs on Parkin’s computer revealed that he had exchanged 8,645 still images and 11 movies of child pornography. In some instances he sent more than 750 images at a time to others via the chat program.
Many of the images were of victims identified by the National Center for Missing and Exploited Children, and one of those victims has requested restitution from any defendant who distributed photos of her.
In asking for prison time and lifetime supervised release, Assistant United States Attorney Aravind Swaminathan described how trading child pornography repeatedly victimizes innocent children.
"Each time an image of a child victim is traded – especially to an individual who has not seen such image in the past – the child victim is victimized all over again," Swaminathan said.
The case was prosecuted as part of Project Safe Childhood, launched in February 2006 by the U.S. Department of Justice. The initiative is designed to protect children from online exploitation and abuse.

Authorities say an El Monte man is facing federal child pornography charges after admitting on an employment application for the California Highway Patrol that he had viewed child porn on the Internet.
FBI spokeswoman Laura Eimiller said Friday that a multiagency investigation was launched after Christian Hernandez made the disclosure while applying to the agency in October.
Eimiller says investigators found child pornography on a computer during a search of Hernandez's home, including sexually explicit photos of a 5-year-old girl.
Hernandez was arrested last week on state charges of suspicion of committing a lewd act with a child. On Tuesday, he was charged in federal court with possessing and manufacturing child pornography.

Robert Webster Arrested for Distributing Child Porn
A 35-year-old man was arrested last week for distributing child pornography on computers at his Felton home, police said.
Robert L. Webster of Fox Chase Drive was arrested early Thursday as the result of an online undercover investigation by the State Police Child Predator Task Force.
During a search, police seized six desktop computers, six laptops, 11 hard drives and other digital material, said police Sgt. Walter Newton.
Webster was charged with 29 counts of using a computer to unlawfully depict a child engaging in a prohibited sexual Act, Newton said.
Webster was arraigned at Justice of the Peace Court 7 in Dover and is being held on $870,000 bail. A preliminary hearing is scheduled for Friday morning.
According to court records, police found Webster in his bedroom in the home's basement, where a workstation with a desktop computer was found. Webster admitted he was the only resident to use the computer, the papers say.
Webster also admitted to using LimeWire, a file-sharing program, to download the pornographic images, some of children as young as 3 or 4 years old, the papers say.
At least 29 such files were found on the hard drives, and one of the files was part of a known child sexual exploitation series, according to the papers.

Timothy Lee Senkowski Sr Charged with Producing Child Porn
A Versailles man has been indicted by a federal grand jury for producing child pornography.
Timothy Lee Senkowski Sr., 46, was charged in an indictment returned Thursday by a federal grand jury in Jefferson City. Thursday's indictment replaces an indictment filed March 2 against Priscilla Ramirez Flores, 37, Clarksburg, by adding Senkowski as a co-defendant.
The federal indictment alleges that, from as early as November 2004 to May 2005, Flores and Senkowski permitted a minor in their custody to engage in sexually explicit conduct for the purpose of producing child pornography.

Sex Offender David Tank Charged with Making Child Porn
A registered sex offender has been charged with making child pornography following an FBI search of his suburban apartment.
Forty-7-year-old David V. Tank of Wheaton appeared before U.S. Magistrate Judge Geraldine Soat Brown on Thursday and was ordered held without bond in the Metropolitan Correctional Center.
FBI agents said they found child pornography on an external hard drive on a computer Tank maintained in a suburban Bloomingdale apartment.
Agents of the FBI's Innocent Images Task Force said the pictures showed Tank with an underage girl. If convicted, he faces a minimum sentence of 15 years and a maximum of 30 with a possible increase of 10 years because he is a registered sex offender.

Dennis Delaney Sentenced to 25 years for Distribution Child Porn
A Detroit-area man has been sentenced to 25 years in federal prison after a jury convicted him on child pornography charges.
The U.S. Attorney's Office in Detroit says 38-year-old Dennis Delaney of Northville was sentenced Thursday on federal charges including distribution and possession of child pornography.
A jury convicted Delaney last year after a two-week trial. Prosecutors say he met a then-12-year-old girl on the Internet and later they met in person. Delaney took sexually explicit photos of the girl, which he then distributed on the Internet.
In a court filing, Delaney's attorneys said the girl told him she was 18 years old and their relationship ended when he discovered she was lying about her age.

James Carroll Arrested for Possession of Child Porn & Distribution
The Santa Clara County Sheriff's Office Thursday asked for the public's help in locating other children who may have been victimized by a 59-year-old Sunnyvale child pornography suspect named James Carroll.
Investigators said that Carroll worked at several local schools, both private and public, in Santa Clara County and had been involved in youth ministries, youth counseling and missions work at several local churches. But the sheriff's office declined to identify which schools Carroll was employed by or what churches he was involved in. Carroll worked as a janitor and other jobs in the schools, and had traveled with local Christian churches on missions to Mexico.
Carroll is out on bail, after being arrested on Dec. 15, 2008 for suspicion of possession of child porn and distributing or offering to distribute child porn, according to the Santa Clara County District Attorney's office. He was arrested after local investigators were tipped off by a Pennsylvania investigation into child pornography.
