Officer Damen Lowe Accused of Forcing Teen into Sexual Activity

New charges have been filed against the Racine police officer accused of forcing a young teenage girl to engage in sexual activity.

Damen Lowe, 34, of Racine, was initially charged with six felonies related to his alleged abuse of a young teenage girl. The alleged abuse began when the girl was 13 and continued into her 14th year. Initial charges included second-degree sexual assault of a child, repeated sexual assault of the same child, exposing a child to harmful material and child abuse-intentionally causing harm.

On Monday, prosecutors amended the criminal complaint against him, bringing the number of charges against Lowe to 11. If convicted of all the charges, he could face more than 120 years imprisonment, which includes time in prison and on extended supervision.

The new complaint gives more specifics about the alleged abuse, outlining instances of sexual contact, physical abuse and times when the victim says Lowe forced her to watch pornography.

Defense attorney John Campion said he still plans to raise objections to several of the counts against his client. He had earlier filed motions to have many of the charges dismissed, saying the complaint failed to give enough detail about the allegations.

Lowe remains on paid administrative leave from the Racine Police Department.
