A 41-year-old man was arrested after he agreed to pay $2,000 to have a woman and her 11-year-old daughter killed, police said.
The 38-year-old woman and the child are witnesses in a pending child-molestation case against David Lee Santy Jr., 41.
The case stems from a Pima County Sheriff's Office investigation in which Santy was accused of inappropriately touching a girl who came over to play with his children, court records show.
The girl told authorities that Santy called her into a shed and unzipped her pants, court records state. The girl said Santy told her to zip up her pants when his son went outside.
At the time he was also accused of sexual conduct with another child, but that charge was dismissed without prejudice.
Tucson police began investigating on July 22 when they learned that Santy was looking for a hit man, said Sgt. Fabian Pacheco, a Tucson Police Department spokesman.
Santy met with an undercover officer and made the deal on July 30, Pacheco said. At that time, he was arrested in the area of North Camino de Oeste and West Ina Road.
He was booked into the Pima County jail on two counts of conspiracy to commit first-degree murder. Santy remained in jail Monday.
